This two part presentation will seek to explain and explore P3 relationships in the context of managing projects (construction and other types) with development and regional integration objectives, in the Caribbean region.

In the first part we will look at some of the definitions and variations of the PPP arrangement and will briefly examine the recent history of the modality.

Resel will consider some of the global and regional factors which create a favorable context for the application of PPPs as a modality for implementing development projects in the Caribbean, including the aforementioned Global Partnership and other international accords on Aid Effectiveness/ Aid for Trade etc.; the financial graduation of CARICOM Member States to MICs and reduction of access donor funds/ development aid; the CARICOM Single Market and Economy (flagship of the regional integration movement in the Anglophone Caribbean) and South-South Cooperation.

In the second part, we will take a more in-depth look at the various types of regional development projects that can effectively be implemented using a P3 approach, what will be required of involved parties at various stages of the project life cycle and the Project Manager’s role in such complex arrangements. Ultimately, it is hoped that this presentation will serve as a springboard for deeper dialogue and positive engagement among policy makers, private sector interests and project management practitioners in the Caribbean region.
