The world has witnessed some of the worst affected natural hazards induced disasters in the recent past which includes Great East Japan Earthquake of 2011, Haiti Earthquake of 2010 Cyclone Nargis of Myanmar od 2008, Sichuan China Earthquake of 2008 and Indian Ocean Tsunami of 2004. In the aftermath of these disasters followed by relief and response, long-term Recovery and Reconstruction program were undertaken.

Challenges in Recovery and Reconstruction:

In most of the recovery and reconstruction programs, the Recovery Managers or Administrators faces a range of challenges, which includes financing recovery and reconstruction program, setting up appropriate institution for managing recovery, developing policy and plans, managing range of agencies involved, monitoring and evaluation and sustainability. The recovery managers have handled these challenges in past recovery with high to limited success and they offer a valuable lesson for future recovery managers.

Key considerations for Disaster Recovery Managers:

Based on learning’s from Disaster recovery programs undertaken in the aftermath of following key disasters such as the Great east Japan Earthquake, Wenchuan Earthquake China of 2008, Myanmar Cyclone of 2008, Indonesia, India and Sri Lanka Tsunami of 2004 and Gujarat India Earthquake of 2001, some key issues and approaches have been identified. These approaches can provide guidance to future recovery managers, who can use these tools with some adjustments to meet the ground needs. The lecture focuses on these approaches with cases from different recovery and reconstruction programs.

Presenter: Mr. Sudhir Kumar (LinkedIn profile) worked with Government of Gujarat, India and UNDP and currently working as Senior Project Manager with Asian Disaster Preparedness Center, Bangkok. He was working with ADPC, national level on risk sensitive development planning and capacity building issues in Myanmar, Nepal, Viet Nam, Philippines, India, Maldives, etc. Involved in housing reconstruction and risk transfer issues, he is also involved in information management related regional project in Asia and Pacific.Prior to joining ADPC, he worked with UNDP and was involved in drafting DRR related policy documents and capacity building. He also worked with Government of Gujarat, India in the post-Gujarat earthquake R&R Program. He worked in Afghanistan with UNDP and GIZ to preparing disaster planning guideline and capacity building.
