Project management practitioners often make the case to business executives that PMOs can play a central role in supporting the organization in its quest to successfully implement strategy and deliver enterprise transformation.

This promise has been met with mixed results due in great part to the complexity of launching the PMO, which in itself is a high risk project.

The confusion over purpose, process, structure, or even terminology, stems from the lack of agreement as to what the PMO is and what benefits it is intended to achieve.
